(SMU CCX Teaching Case) Heritage as a Bridge: Singapore’s Journey for UNESCO Inscription Bids and Regional Collaboration

The SMU Urban Institute is pleased to share a new case study developed by Director and Pillar Lead (Urban Life), Professor Orlando Woods, Urban Fellow (Urban Life), Professor Aidan M. Wong, and Thomas Lim, titled Heritage as a Bridge: Singapore’s Journey for UNESCO Inscription Bids and Regional Collaboration.

Developed in collaboration with Singapore’s National Heritage Board (NHB), this multidisciplinary case study examines how heritage initiatives can foster international cooperation, strengthen cultural identity, and elevate the shared significance of everyday cultural practices.

Drawing on field-based research, the study explores Singapore’s role in two recent UNESCO inscription bids—Hawker Culture in Singapore and the multinational Kebaya nomination. It highlights:

  • The communal essence of Singapore’s hawker culture and its role in shaping social cohesion and cultural identity.
  • The importance of regional collaboration in the successful joint nomination of the kebaya with partner governments across Southeast Asia.
  • The soft power dynamics and diplomatic strategies involved in UNESCO heritage inscription processes.

The case study aligns with the SMU Urban Institute’s commitment to advancing understanding of how intangible cultural heritage contributes to urban life, place-making, and cross-border collaboration across Asia. By examining heritage as both a cultural and diplomatic resource, the study offers valuable insights into the ways shared traditions can strengthen connections within and across communities.
